UN SECURITY COUNCIL HAS FAILED SYRIA, HUMAN RIGHTS CHIEF DECLARES

The human rights chief at the UN, Navi Pillay, has spoken in no uncertain terms at the UN session on Human rights, about the failure of the UN to act. The UN she said, has failed Syria in its inability to formulate a plan that could bring the civil conflict to a halt.  

She has reiterated that bringing a stop to the carnage in that country should be a foremost priority.

She also spoke of the Darfur action, in which the UN intervened by calling for an investigation into human rights crimes and violations.   

But the Security Council has not  asked, to date, for a probe into the crimes committed in Syria, and without the direct request of the Security Council, the International Criminal Court cannot initiate its investigation.  

The Security Council in effect is split along the Russia/China and US lines.  This has caused an onerous impasse which precludes, at present, the possibility of making such request.  

Switzerland too has recently joined in calls for the SEcurity Council to place a formal request for investigation at the ICC's door.
