After several reports of use of chemical weapons in Syria, in which both sides were found to blame the other, the UN had taken up the duty of investigating whether or not there was any truth to the reports.
Russia however, does not see this as a positive move. The investigation of the reports of use of chemical weapon could enable the international organization to both enter the country and to place Assad on the list of criminals of war, if the findings support the report that the dictator has indeed used the weapons.
Russia has even go so far as to accuse the UN to be pre-empting a way to enter the war threatre in Syria in much the same way that the U.S. built up its case for war with Iraq.
In fact, Russia, even before any formal investigation has been made, has already adopted the regime's side of the story, saying that the UN should instead focus on the possibility that the rebels were the ones to have used such chemical weapons, and that they have done so to put the blame on Assad and in the hope of inducing international intervention.
In some ways, there is proof that some rebel factions are becoming radicalized and could be instrumentalized by Al Qaeda, so that in fact, the rebels could be operating to force American troops on the grounds in Syria so that they can engage them once they arrive. However, the US has remained skeptical of the whole claim of the use of chemical weapons, and has declined to take a stance on the matter until the UN completes its investigation.
The claims of use of chemical weapons stem from several different incidents. The principal one took place in Aleppo in late March.
Russia also has blasted the UN directorate for wanting to broaden the investigation. It sees this effort as a way to gain access to both the country's areas of conflict and access to insurgents and people on the ground as well.
One of the concerns might stem from the fact that the UN, during its investigation would have full aerial access to the Syrian territory. They also accuse the UN of trying to facilitate the removal of Assad. They called for Russian and Chinese team to flank the investigation in order to assure fairness.
